POLICY FRAMEWORK FOR THE ESTABLISHMENT OF THE MINISTRY OF NATIONAL ORIENTATION AND HAPPINESS

Introduction

The New Ghana Agenda is not merely a political slogan; it is a national rebirth project. It is a call to rebuild the Republic from the foundation of values, discipline, dignity, patriotism, productivity, justice, accountability, and human happiness. It recognises that Ghana cannot become truly prosperous if her citizens are disconnected from national purpose, if public institutions are weakened by mistrust, if leadership is separated from service, and if development fails to improve the emotional, moral, and social well-being of the people.

The development of a nation is not measured only by the size of its economy, the number of roads constructed, the strength of its currency, or the height of its buildings. A truly developed nation is measured by the consciousness of its citizens, the discipline of its society, the dignity of its people, the integrity of its institutions, and the emotional well-being of the national soul.

Ghana stands at a defining moment in her history. After decades of democratic practice, constitutional rule, economic reforms, social intervention programmes, and institutional development, it has become increasingly clear that national transformation cannot be achieved by infrastructure and economic policy alone. A nation may build roads and still lose its moral direction.

A country may grow its economy and still produce citizens who feel hopeless, disconnected, angry, undisciplined, and unnationalistic. A state may create institutions and still suffer from corruption, civic irresponsibility, environmental indiscipline, political intolerance, and public mistrust.

The time has therefore come for the Republic of Ghana to establish a dedicated national institution responsible for shaping the mindset, values, conduct, civic consciousness, emotional well-being, patriotism, and collective identity of the Ghanaian people. This policy proposes the creation of the Ministry of National Orientation and Happiness as a transformational ministry designed to rebuild the moral, civic, emotional, and patriotic foundations of the nation.

The proposed Ministry shall serve as the central coordinating body for national values, civic education, patriotism, behavioural change, public ethics, community consciousness, national happiness, social harmony, and citizen responsibility. It shall not be a propaganda ministry. It shall not be a political communication office. It shall not exist to praise government or defend political power. Rather, it shall exist to strengthen the Ghanaian identity, deepen citizenship, restore public discipline, promote national unity, and ensure that development has a human face.

The establishment of this Ministry is rooted in a simple but powerful truth:

“A nation cannot rise higher than the mindset of its people”

Ghana’s future requires a new national character. It requires citizens who understand that patriotism is not merely singing the national anthem, but protecting public property, paying taxes, respecting laws, rejecting corruption, preserving the environment, supporting local production, showing compassion to the vulnerable, and placing national interest above narrow political, ethnic, religious, and personal interests.

The Ministry of National Orientation and Happiness shall therefore lead a new national awakening; one that teaches every Ghanaian that nation-building is not the duty of government alone, but a shared responsibility between leadership and citizenship.

This policy also recognises that happiness is not merely personal excitement or entertainment. National happiness refers to the dignity, hope, peace of mind, social security, emotional balance, community support, opportunity, justice, and sense of belonging experienced by citizens. A happy nation is not a nation without problems; it is a nation where citizens believe their lives matter, their voices count, their institutions are fair, and their future is possible.

The Ministry shall therefore promote a people-centred development philosophy in which economic progress, social justice, mental well-being, civic responsibility, cultural pride, national discipline, and community solidarity are treated as inseparable pillars of Ghana’s transformation.

Ghana does not only need a stronger economy. Ghana needs a stronger national spirit.

Ghana does not only need development projects. Ghana needs citizens who believe in the nation, protect the nation, and contribute to the nation.

Ghana does not only need political change. Ghana needs national orientation.

The Ministry of National Orientation and Happiness shall be the institutional home for this new consciousness.
