1. Introduction
Science is the language of the future. Innovation is the engine of transformation. Technology is the tool through which nations convert imagination into power, problems into opportunities, and ideas into wealth.
No country can become truly developed in the 21st century without a strong science, innovation and technology ecosystem. The nations that will lead the future are not those that only consume technology, import machines, copy foreign systems, and depend on external inventions. The nations that will lead are those that teach their children to question, design, invent, code, build, test, manufacture, solve and export knowledge.
Ghana must therefore make a historic shift. The country must move from a knowledge-consuming society to a knowledge-creating society. Ghana must no longer only use the inventions of others. Ghana must become a nation of inventors.
This policy proposes a comprehensive, futuristic and nation-changing framework to make Ghana the leading science, innovation and technology hub of Africa. It seeks to place innovation at the centre of education, governance, industry, agriculture, health, energy, transport, security, housing, tourism, climate action and national development.
Under this policy, Ghanaian children shall not only be taught to pass examinations. They shall be taught to design solutions. They shall be taught robotics, coding, artificial intelligence, engineering thinking, product design, digital creativity, problem-solving, critical thinking, entrepreneurship, scientific curiosity and national service through innovation.
The classroom must no longer be only a place of memorisation. It must become a workshop of imagination. The school must become a laboratory of the future. The child must not only ask, “What is the answer?” The child must also ask, “What can I build?”
This policy introduces the nationwide establishment of Innovation and Invention Centres across all regions and districts of Ghana. These centres shall serve as practical laboratories where children, youth, artisans, engineers, researchers, farmers, entrepreneurs, students and communities can design, prototype, test, manufacture and commercialise solutions.
Huge national investment shall be channelled into science, innovation and technology because the future cannot be built with small ambition. Ghana must invest in laboratories, research, digital infrastructure, robotics, artificial intelligence, biotechnology, engineering, space science, clean technology, manufacturing, creative technology, cybersecurity, local inventions and startup financing.
The central philosophy of this policy is clear:
A New Ghana cannot be built by consumers of technology. A New Ghana must be built by creators of technology.
